Publication of the Muckamore Abbey Hospital Inquiry Report

ARC NI welcomes the publication of the Muckamore Abbey Hospital Inquiry Report as an important moment for people with a learning disability, families and everyone affected by the events and failures identified by the Inquiry.

First and foremost, we recognise the experiences of those individuals and families whose lives have been profoundly impacted. We pay tribute to the courage and determination of families and advocates who campaigned tirelessly to ensure that the voices of their loved ones were heard and that the truth was brought into the public domain.

The Findings

The findings of the Inquiry are deeply concerning. They demonstrate the devastating consequences when people’s rights, dignity and humanity are not upheld. They also highlight the need for fundamental change across the health and social care system and a renewed commitment to ensuring that people with a learning disability are valued equally and supported to live full and meaningful lives.

At the heart of this report is a simple but vital principle – people with a learning disability have the same rights as everyone else. They have the right to be listened to, to have their will and preferences respected, to receive safe and compassionate support, and to live lives that are rooted in their communities, relationships and aspirations.

The publication of the report must represent more than an opportunity for reflection. It must lead to meaningful and lasting action. The implementation of the Inquiry’s 106 recommendations will require leadership, transparency and sustained investment. Equally important will be a genuine commitment to co-production, ensuring that people with lived experience and family carers are active partners in designing and shaping the future of services and supports.

Independent Advocacy and Supported Decision-making

The Inquiry reinforces the importance of independent advocacy and supported decision-making in protecting people’s rights and ensuring that individuals are able to exercise choice and control over their own lives. Recent legal developments concerning valid consent further underline the need for services to place respect for autonomy, capacity and human rights at the centre of practice.

ARC NI believes that everyone should have the opportunity to live an Equal Life, with access to the right support, meaningful relationships and opportunities to participate fully in their communities. No person should experience exclusion, institutionalisation or treatment that diminishes their dignity and worth.

ARC NI stands ready to work with people with lived experience, families, providers, statutory partners and policy makers to ensure that the lessons from Muckamore result in lasting change.

The measure of this report’s success will not be found in its publication, but in our collective determination to ensure that the failures identified can never happen again.

People with a learning disability deserve nothing less.
