Public Consultations

Public consultations are formal processes run by Government Departments to gather views on proposed policies, services, or legislation before decisions are made. Essentially, a public consultation is when everyone is asked to share what they think about something. Citizenspace is a website that will help you find and participate in consultations and surveys to have your say in government initiatives.

Taking part in these consultations is a key part of ARC NI’s advocacy role. We ensure that the perspectives of people with a learning disability, their families, and the wider sector help shape decisions that affect their lives. At ARC NI, we support people to have their voices heard by inviting individuals, families, and providers to share their experiences and perspectives. We then bring this together into a collective response.

These submissions help highlight gaps, challenge assumptions, and advocate for more inclusive and effective policy frameworks. Whether focusing on health equity, social care reform, disability rights or strategic planning, our consultation responses are a central part of ARC NI’s mission to help change thinking, change practice and change lives in Northern Ireland.

We represent our members in these consultation responses by providing a strong and informed voice on behalf of the learning disability sector in Northern Ireland. These contributions inform our collective responses, allowing us to represent the learning disability sector with a strong, evidence-based voice.

TILII’s role

A central part of this work is the contribution of our TILII groups. Their responses reflect the voices of experts by experience—people with lived experience of a learning disability, autism and other support need. TILII’s insights are essential in highlighting what works, what needs to change, and how services and policies can be improved. TILII’s input strengthens our advocacy and ensures that consultation responses are grounded in real-life perspectives.

By responding to consultations, we help influence policy, identify gaps, and promote more inclusive, person-centred approaches across Northern Ireland. Each response you see listed below reflects thoughtful analysis, real world experiences, and the shared priorities of our community.
